Skills Training Loan For School Leavers

INTRODUCTION


Skills Development Fund Corporation (PTPK) is a statutory corporation which organised by the Ministry of Human Resources which the main purpose is to provide loans for those individuals who undergo some skill trainings in any Government Training Providers (PLA) and Private (PLS) which ... by Department of Development Fund (JPK) with PTPK

This training is open to all trainees whose went for training program of Malaysia Skills Certificate (SKM), Diploma of Malaysia Skills (DKM) and Higher Diploma of Malaysia Skills (DLKM).

Conditions for Borrower

  • Malaysian Citizen
  • Had been for SKM training programs for Phase/Level 1 till Phase/Level 3, DKM for Phase/Level 4 and DLKM for Phase/Level 5 and other programs which approved by PTPK
  • Age limit for borrower is between 15 to 45 years old
  • Do not receive any finance assistance from other agencies.
  • Fulltime studies as the period stated
  • Family monthly income is not more than RM 5,000.00.

Loan Rate

  • The rate for loan is in between RM 2,500 to RM 24,000 depends on the program and training phase which included:-
  1. Fees.
  2. Living allowance is RM 400 per month in the training period.
  3. Premium payments is for insurans protections.
  • 3% of balance loan will be charge for administration fees yearly.

Conditions for Guarantor

  • Malaysian ciziten
  • Monthly income for one guarantor must not less than RM700, aged 21 years old and above and not more than 50 years old when trainee starts training.
  • If the guarantor is mother/father/legal guardians/age condition and income will be excluded
  • Each guarantor can never guarantee more than two (2) trainees except for mother/father/legal guardian.
  • Not declared bankruptcy

Method for Skills Training Loan

  • Borrowers need a CIMB Berhad Bank account (convensional)
  • Loan will directly channeled into account of borrowers through auto pay and study fees payment into account of Training Provider will be done through direct debit.

Loan Payment

  • Loan payment will start after six (6) months training ended.
  • Period of loan payments is in between one (1) to ten (10) years.
  • Monthly installment is between RM84.69 to RM193.12 based on the total loan which been approved.

Skills Training Loan For Employees

Pinjaman latihan bagi pekerja

INTRODUCTION

Under the 10th Malaysia Plan (RMKe-10), the Skills Development Fund Corporation (PTPK) was given the responsibility to manage the loan funds to the improvement of workers' skills. The purpose of loan financing is to improve the qualifications of workers either

  i. Retake training (Reskiling);
  ii. Undergo new skill training in order to support the current skills (Multiskiling);
  iii. Undergo skill training to improve phase (Upskiling); atau
  iv. Undergo skill training in order to gain certificate from knowledge and working experience
Funded Skill Programs:
  Courses offered under the program is the program that is recognized by certification agencies as below :
  i. Malaysian Skills Certification which is Malaysian Skills Certificate (SKM), Higher Diploma of Malaysian Skills (DLKM); or
  ii. Certification from institutions which approved by Malaysian Qualification Agency (MQA); or
  iii. Certification from institutions which approved by Public Service Department (JPA); or
iv. Professional Certification which approved at International level; or
v. Certification besides than in (i) till (iii) above which is approved by Economic Plan Unit (UPE), Prime Ministry Department.
     
Loan Rate
1. Loan rate is based on the skills program and training phase which followed by trainee with minimum cost RM750.00 till RM24,000 which include :
  i. Study Fees
  ii. Premium insurancePayment
     
2. 1% of balance loan will be charge for administration fees yearly.
     
Borrower Conditions
  Borrowers are eligible to apply must follow the conditions as below :-
  1. Malaysian citizen;
  2. Aged 18 to 45 years old from the date training start;
  3. Salary conditions excluded;
  4. Must submit one (1) guarantor;
  5. Must comprise one of the following categories of workers;
    a. A worker who is currently working; or
    b. A worker who is retrenched or willing quit under Voluntary Separation Scheme (VSS); or
    c. Self-employed worker.
  6. Worked at least six (6) months in the currently/previous employment;
  7. Priority is given to applicants who are not from the management and professional group;
  8. Do not receive any sponsorships/loan from government agencies or other financial institutions; and
  9. Applicants must complete the loan repayment arrears skills training and previous penalty (If any).
     
Guarantor Conditions
  Submit a guarantor who followed the conditions as below:
    Monthly income which is not less than RM 700.00 per month;
    Aged 21 years and above and less than 50 years old when the trainee started training;
    Can not guarantee more than two (2) trainees except mother/father; and
    Must not declared bankruptcy.
       
Methods for Skills Training Loan Payment
  1. Borrowers are encouraged to open an account from RHB Bank ; dan
  2. Payment of training fee will be payable to the borrower's account and transferred directly to the accounts of training providers. Premium insurans payment will be paid straight away to the insurans company.
       
Application Documents / Guarantor is needed
  Application
  i. One (1) copy of the identity card certified trainee.
  ii. Training offer letter from PL to trainee with training fee structure which phase which was signed by trainee.
  iii. One (1) copy of the Candidate Registration SKM / DKM / DLKM (JPKT/T/1002) and a registration payment official receipt for Malaysian Skills Certification program (PKM).
  Agreement
  i. One (1) copy of the identity card of guarantor which has approved.
  ii. Agreement form to Contribute Insurance Takaful Ikhlas Sdn. Bhd.
  iii. The following additional documents are required for the following categories of applicants :
    A working worker
    a. A confirmation letter from the employer in order to verify that the trainee is currently working there.
    b. Copy of Latest Pay Slip and KWSP Statement/PERKESO contributions slip for a working proof/had working experience more than six (6) months.
    Laid-off workers
    a. A copy of the resign letter from previous employer.
    b. One (1) copy of the sworn statement of income using Form Statutory Declarations Act 1960 (Revised 1996), which was approved (if the monthly income).
    Self-employed worker
    a. One (1) copy of the Statement of Income (LHDN)/Form Statutory Declarations Act 1960 (Revised 1969), which was approved/One (1) copy of Business Registration Document of the Company with the Companies Commission of Malaysia (SSM) (if related)
    b. One (1) copy of Utility Bill (water/electricity) for confirmation of the latest permanent address of trainee and guarantor.
    c. One (1) copy of the latest salary/affidavit of income using Form Statutory Declarations Act 1960 (Revised - 1969) Guarantor (if no pay slip) and Financial Position Guarantor Declaration Form.
Payment Order
  i. one (1) copy of the Statement of Account RHB new trainee/active containing informations such as name, identity card number and bank account number of trainee.
       
All applications for Skills Training Loan shall be submitted through public and private training providers registered with PTPK.
 
Load Payment
  i. Loan payments starts the next month after the training ended;;
  ii. The maximum period for loan payment is up to five (5) years;
  iii. Monthly installment for loan payment is in between RM 150.38 to RM 410.25

Selaras dengan peruntukan Akta Perlindungan Data Peribadi 2010 (selepas ini disebut sebagai "Akta 709") yang mengawal selia pemprosesan data peribadi untuk tujuan transaksi komersial, PTPK di Perbadanan Tabung Pembangunan Kemahiran (PTPK) memberi anda notis seperti berikut (untuk tujuan notis bertulis ini, terma "data peribadi" dan "pemprosesan" hendaklah mempunyai maksud yang ditetapkan di dalam Akta 709):


1.0 RINGKASAN

Menerangkan cara pengendalian data peribadi yang dikumpulkan apabila pengunjung berada di Laman Web/Portal PTPK dan apabila anda menggunakan perkhidmatan yang disediakan. Dasar ini juga merangkumi pengendalian data peribadi yang mungkin dikongsi bersama dengan pihak lain untuk membantu penyediaan perkhidmatan yang lebih berkesan dan efektif.


2.0 PENGUMPULAN MAKLUMAT

2.1 Pengumpulan data peribadi dilakukan semasa anda melayari Laman Web/Portal PTPK, mengisi apa-apa borang, mendaftar apa-apa permohonan secara manual atau online, atau mendaftar akaun perkhidmatan online yang lain;

2.2 Semasa pendaftaran, anda mungkin diminta melengkapkan data peribadi seperti nama, no. kad pengenalan, alamat e-mel, tarikh lahir, jantina, poskod dan lain - lain data peribadi;

2.3 Semasa anda melayari Laman Web/Portal PTPK, data pengunjung juga direkodkan secara automatik pada log pelayan secara menyemak imbas pengunjung, termasuk alamat IP dan cookie. Data ini direkod dan dikumpulkan bagi membolehkan statistik capaian ke laman portal dapat dibuat agar penyampaian perkhidmatan dapat dipenuhi dengan lebih berkesan dan efektif.

2.4 Maklumat peribadi anda yang diproses adalah bagi tujuan-tujuan berikut:

  1. Menilai dan memproses permohonan untuk pembiayaan latihan kemahiran, produk atau perkhidmatan;
  2. Perkhidmatan mentadbir, mengawas dan memungut bayaran balik pembiayaan latihan kemahiran;
  3. Mentadbir dan mengatur semua produk dan perkhidmatan yang PTPK berikan kepada anda;
  4. Memberikan kepada anda maklumat lanjut berkaitan dengan produk dan perkhidmatan yang PTPK tawarkan
  5. Penyelidikan termasuk tujuan sejarah dan statistik;
  6. Promosi dan pemasaran ("pemasaran langsung") bagi produk dan perkhidmatan PTPK ("Pemasaran langsung") bererti berkomunikasi dengan apa cara sekali pun mengenai apa-apa bahan pengiklanan atau pemasaran yang ditujukan kepada individu tertentu;
  7. Memberi respon kepada pertanyaan-pertanyaan anda; dan
  8. Apa-apa tujuan lain samada secara langsung atau tidak langsung yang berkaitan dengan PTPK.

2.5 Sekiranya anda gagal untuk menyediakan data peribadi atau menarik balik persetujuan untuk PTPK memproses data peribadi untuk tujuan-tujuan di atas, PTPK tidak dapat:

  1. Berkomunikasi dengan anda;
  2. Menyediakan perkhidmatan PTPK kepada anda; atau
  3. Mengakses bahagian-bahagian tertentu di dalam Laman Web/Portal PTPK di mana log masuk dikehendaki.

2.6 PTPK boleh memperolehi data peribadi anda daripada Penyedia Latihan Kemahiran anda, mana-mana agensi kerajaan atau mana-mana pihak yang berurusan secara langsung atau tidak langsung dengan PTPK.

2.7 Pada masa yang sama, PTPK mungkin mengumpulkan data peribadi bukan pelanggan daripada anda (contohnya maklumat pasangan anda) apabila anda memohon sesuatu perkhidmatan. Anda perlu mendapatkan persetujuan pihak berkenaan sebelum memberikan data peribadi tersebut kepada PTPK untuk membolehkan PTPK memproses data peribadi mereka.


3.0 PENZAHIRAN DATA

3.1 Pihak PTPK boleh menzahirkan data peribadi anda kepada pihak-pihak ketiga dalam melaksanakan fungsi-fungsi PTPK seperti menguruskan pembiayaan untuk tujuan latihan kemahiran dan mengutip bayaran balik, serta melaksanakan apa-apa fungsi lain yang diberikan kepada PTPK oleh mana-mana undang-undang bertulis, Pihak-pihak ketiga tersebut adalah sebagaimana yang disenaraikan di bawah (tidak terhad):

  1. Kerajaan Pusat dan Kerajaan Negeri;
  2. Agensi-Agensi Kerajaan/Awam;
  3. Mana-mana biro pinjaman/pembiayaan atau agensi yang diluluskan oleh Bank Negara Malaysia;
  4. Pihak bank dan institusi kewangan berkaitan;
  5. Penyedia Latihan Kemahiran / Institusi Pengajian Tinggi Awam dan Swasta;
  6. Sebarang organisasi yang dilantik untuk berkhidmat sebagai ejen PTPK;
  7. Sebarang organisasi untuk melengkapkan transaksi yang diminta oleh anda;
  8. Penyedia-penyedia perkhidmatan kewangan (contohnya:syarikat takaful);
  9. Penyedia-penyedia perkhidmatan PTPK;
  10. Sebarang pihak yang dilantik oleh anda (contohnya:peguam, penasihat kewangan atau juruaudit);
  11. Mana-mana pihak yang dibenarkan mengikut ketetapan undang-undang, Perintah Mahkamah dan/atau pihak berwajib dan kawal selia;
  12. Mana-mana agensi penguatkuasa;
  13. Mana-mana institusi kewangan, pedagang dan/atau persatuan kad yang bekerjasama dengan PTPK (contohnya: kad kesetiaan pelanggan);
  14. Syarikat telekomunikasi bagi tujuan makluman, promosi dan pemasaran; dan/atau
  15. Pihak-pihak lain yang terlibat secara langsung atau tidak langsung dengan fungsi PTPK.

3.2 Selain daripada di atas, pihak PTPK berhak menzahirkan data peribadi anda jika dikehendaki berbuat demikian atas perintah mahkamah atau proses undang-undang.


4.0 AKSES KEPADA DATA PERIBADI ANDA

Bagi memastikan data peribadi anda sentiasa tepat dan terkini, anda boleh meminta akses dan boleh membuat permohonan pembetulan, pindaan atau pengemaskinian data peribadi anda secara bertulis di Ibu Pejabat PTPK, melalui panggilan telefon ke Pusat Khidmat Pelanggan PTPK atau melalui e-Maklumbalas.


5.0 PAUTAN KEPADA LAMAN PORTAL YANG LAIN

Laman Web/Portal PTPK menyediakan pautan ke laman portal lain pihak selain daripada PTPK. Dasar privasi yang dinyatakan ini hanya terpakai untuk Laman Web/Portal PTPK sahaja. Perlu diingatkan bahawa laman portal pihak selain daripada PTPK yang terdapat dalam pautan mungkin mempunyai dasar privasi yang berbeza dan pengunjung dinasihatkan supaya meneliti dan memahami dasar privasi bagi setiap laman portal yang dilayari.


6.0 PINDAAN DASAR

Teknologi terkini termasuk penyulitan data adalah digunakan untuk melindungi data yang dikemukakan dan pematuhan kepada standard keselamatan yang ketat adalah terpakai untuk menghalang capaian yang tidak dibenarkan.



2.0 KESELAMATAN STORAN

Semua storan elektronik dan penghantaran data peribadi akan dilindungi dan disimpan dengan menggunakan teknologi keselamatan yang sesuai.
